Sky implements a calldata generator for its Prime Allocation System (PAS). TimelockCalldataGenerator is a stateless, pure helper that encodes the payloads for PAS governance operations, both direct BeamState configuration and PAU controller actions, so they can be scheduled through the PAS Timelock.
